This plan coordinates the VOCs fee levy from January 1, 2006 to execute every necessary work which includes: (1) Collected and analyzed EY96 results, established standard steps of paper and field reviewing and related works, besides, accomplished 629 （includes 200 field reviews）paper reviews and 20 stacks samplings; (2) Accomplished the “self-emission factors establishment”, declaration, SOP and forms of case review, and finished 60 applications, including 30 field cases; (3) Accomplished the draft of the steps of establishing industrial emission factors and revised 15 emission factors of 3 industries; (4) Setting the second stage of VOCs levy into action, established report systems, revised the draft, second stage VOCs levy planning and evaluation of the practicability of VOCs levy for consumer products; (5) Drafting of remission and announced on March 7, 2008. (6) Finished the manual of VOCs reporting and reviewing, training tools and held 3 training sessions, 2 consulting meeting.
